U.S. Ambassador Nikki Haley calls the proposal "a grossly one-sided approach that is morally bankrupt" and would undermine efforts at peace between Israel and Palestinians. Between Monday and Wednesday, 216 projectiles, rockets and mortar shells were fired from Gaza towards Israel, UN Special Coordinator for the Middle East Peace Process Nickolay Mladenov quoted the Israeli Defense Forces as saying.

The council has been deadlocked for weeks over how to respond to the violence in the Gaza Strip - even as a United Nations envoy warned this week that the crisis could escalate into all-out war.

But Kuwait, a non-permanent council member, blocked a US-drafted statement that would have strongly condemned Palestinian rocket fire from Gaza.

The UN Security Council looks set to vote Friday on a Kuwaiti-drafted resolution seeking protections for Palestinians in Gaza after the Thursday session was delayed.

"Imagine, 1,350 people with complex cases who will need three to five operations each, a total of 4,000 surgeries, half of which will be carried out by ICRC teams", he said. It says it has the right to protect its territory.

Any transfer to downgrade the autonomy of the U.S. Consulate Normal in Jerusalem - chargeable for relations with the Palestinians - may have potent symbolic resonance, suggesting American recognition of Israeli management over east Jerusalem and the West Financial institution.

"It is not acceptable for the Palestinian and Israeli populations, who are affected by this conflict".

After a series of emergency meetings about Gaza - the latest just Wednesday - the U.N.'s most powerful body so far hasn't been able to agree even on a press statement.

"They do not wish to take care of the USA embassy to Israel as their channel", mentioned Shapiro, now a scholar at Israel's Institute for Nationwide Safety Research.
