Former Supreme Court judge, Justice K.T. Thomas, said it is "political ethics" to first invite the BJP as the single largest party. The Independents also won 3 in 40-member Assembly. Here again the saffron party beat its rival in cobbling up a majority with post-poll allies and its leader Manohar Parrikar was sworn in by governor Mridula Sinha as the chief minister.

Kavlekar, who is also the leader of the Opposition in the Goa legislature, said that once the governor administers the oath of office to the new chief minister, he will be able to prove his majority on the floor of the House. "We also request the Bihar Governor to dissolve the state government & like in Karnataka invite the single largest party, which in #Bihar is the RJD", he said on Twitter. "I and MLAs will meet the Governor as we are the single-largest party of Bihar", Yadav said.

The party claimed the mandate in the 2015 Assembly of Bihar was not for the Grand Alliance of the RJD, JDU and the Congress, but for making Nitish Kumar the chief minister of the state and setting up a corruption-free government and hence the people's mandate remained intact even after the JDU joined hands with the BJP, as Nitish continued to be the chief minister of the state and had been running a corruption-free government. Party leaders are unsure if the governors would respond favourably to their demand and the only option with them is to move a no-confidence motion in the next assembly session. Yadav said that he will be meeting the Bihar governor at 1 PM tomorrow, Friday, may 18. The Goa Congress despite being the single largest party was unable to form the government in the state.

The combine of the Congress and the JD-S too had staked its claim to forming a government by citing the support of 117 MLAs.

"We will get the support of five more MLAs to prove the majority but we will not poach MLAs like BJP is now doing in Karnataka", he added.

Mounting an attack on BJP, Congress president Rahul Gandhi at a party event in Chhattisgarh's Raipur said: "The Constitution is under severe attack in the country".

"We have 16 legislators with us and with that strength, we are the single largest party in the (Goa) Assembly".

Surjewala said Narayanan had set a fair and constitutionally correct precedent by inviting Atal Bihari Vajpayee to form and lead a coalition government on March 12, 1998.
