"The Congress government in the state is at the exit door", he said and asserted that his party will make Karnataka not only Congress-mukt, but even rid the state of Congress culture.

Before the rally, a BJP-Congress Twitter war erupted. "This is the culture of Karnataka but the present state government is ruining this culture", he said. "The one who opposes Congress ends up losing life. It is a matter of shame if this becomes the identity of a government", he said.

Karnataka has for always been demanding Prime Minister's intervention in resolving the interstate Mahadayi river water sharing dispute by calling a meeting of chief ministers of riparian states that includes Goa and Maharashtra.

Modi said development could only be expedited if "there's a BJP government both in the Centre and in Karnataka". The BJP government at the Centre has released '2 lakh crore in the last three-and-a-half years for the state but there is no sign if its utilisation on the ground, he remarked. "Mr Modi, in your hour-long speech, why did you maintain your "maun" on Mahadayi?"

Pointing out that the party hopes to cash in on Modi's popularity among urban voters, he said that the venue has been decked up for the PM's rally, with elaborate arrangements - 20 LED screens, a mini hospital, 250 urinals and 75 e-toilets, 250 food counters and so on. After we came to power, we have given a 180 per cent increase in the allocation - an additional ₹2-lakh crore. "Article 262 of the Constitution states that the Prime Minister can intervene. Seeking the support of the dominant "Kannadigas", the PM took a pledge to make Karnataka a Congress-free state.

Karnataka had earlier proposed the construction of barrages across Kalasa and Banduri -the tributaries of Mahadayi - in order to divert 7.56 tmcft water to Malaprabha river in the state to fulfil the drinking water needs of twin cities Hubballi-Dharwad, and districts of Belagavi and Gadag. They were later taken into custody by the police.
