"Only Congress can take action to reform the (Temporary Protected Status) program or address the concerns voiced by many that these individuals should have a future in the United States", a senior administration official said.

Haitians who have been in the United States under TPS have played a significant role in rebuilding their country.

Kansas Secretary of State Kris Kobach, who has made immigration enforcement a core part of his pitch in his run for governor, is criticizing his ally Donald Trump, charging that the White House failed a "big test" on immigration by moving too slowly to end special deportation protections for almost 60,000 Haitians.

"This administration has no plan in place for the children who are US citizens but may now lose their parents and caregivers to deportation", said Amanda Baran of the Washington office of the Immigrant Legal Resource Center, a advocacy group for immigrants.

Earlier this month, the administration announced it would not renew the provisional residency of 2,500 Nicaraguans, and gave them 14 months to leave the United States, reports The Washington Post.

On November 6, Duke announced the decision to terminate TPS designation for Nicaragua effective on January 5, 2019.

"I don't see any justification for this at all", she said.

The Temporary Protected Status (TPS) designation for Haiti will end by July 2019, the Department of Homeland Security (DHS) said in a statement on Monday night.

According to the DHS, the department can designate a country for TPS when it has been affected by "conditions that temporarily prevent the country's nationals from returning safely, or in certain circumstances, where the country is unable to handle the return of its nationals adequately".

A number of advocacy groups, members of Congress, and the U.S. Chamber of Commerce had been urging a further extension based on ongoing problems from the devastating 2010 natural disaster and Haiti's limited capacity to reabsorb these nationals and family members. While Hurricane Irma largely skirted Haiti this year, it hit southern Florida hardest, which is home to thousands of Haitian TPS recipients. Haitians were first struck by a cholera outbreak after United Nations (UN) peacekeepers transmitted the disease during the 2010 quake recovery efforts.

There are more than 400 thousand people living in the U.S. with TPS.

Still, this is not the first time that Kobach has criticized the administration's handling of Temporary Protected Status.

Clarke says that rebuilding in Haiti is supported by remittances from the Haitian community in the United States, and that "these remittances are critical to the recovery, and have provided for basic needs, including education, agricultural restoration, business development, and home reconstruction". Meanwhile, those who stayed in Haiti are anxious about what will happen to fragile Haitian economy when this decision dents the money sent home from the mainland, which accounts for an estimated 25% of Haiti's GDP. "As such we also denounce this Administration's continued immigrant scapegoating and race-baiting tactics which are used to gin-up support from a dwindling base of scared and misinformed people that are being manipulated while Trump, his family and enablers walk off with billions of dollars". They are by far the largest group of TPS recipients. TPS now is granted to recipients from 13 foreign countries.
