That is about to change, however, as the internet giant today announced plans for a new 855,000-square-foot fulfillment center in Staten Island, the least populated of New York City's five boroughs.

Amazon, the world's largest online retailer, has been laying plans for new fulfillment centers across the US and the globe as it broadens its offerings from books and toys to groceries.

Inc. said it would open a fulfillment center on Staten Island and bring 2,250 full-time jobs to the area, as the online retailer works to speed up delivery times in one of the nation's largest metropolitan areas and throughout the state.

Amazon already has a strong footprint in the tri-state area.

"New York continues to demonstrate that we have the workforce, the technology, and the pro-business climate to help companies grow and succeed", Governor Andrew Cuomo said in a press release.

There were initially plans to turn the site into a NASCAR track, but residents objected to the sports venue.

The Staten Island project is being developed by Matrix Development Group. "And, let me be clear, these jobs are being created by the private sector doing what it does best".

Amazon recently purchased national organic grocer Whole Foods for more than $13 billion and began to lower prices at the famously expensive food purveyor.

Employees at the 855,000-square-foot facility - almost the size of 15 football fields - will work alongside robots to find and ship products, including household staples, books and toys, the company said.

While Camarda noted that Excelsior's policy of only awarding benefits once jobs are created makes it less prone to abuse, he also wondered whether Amazon would have created such an outpost regardless of the incentive.
