Ra added that if governments ban or backdoor existing messaging apps, terrorists will switch to other tactics, including making their own chat apps, use coded language, or other methods of communication.

Controversial messaging service Telegram has pledged to put an end to terrorist-related activity following the Indonesian government's decision to limit access to the platform.

"We are forming a dedicated team of moderators with knowledge of Indonesian culture and language to be able to process reports of terrorist-related content more quickly and accurately", Durov said in a Telegram post, as quoted by the Associated Press.

The communications ministry said in a statement that "so many channels in the (Telegram) service contain radicalism and terrorism. encouragement and tips to assemble bombs or launch attacks" that it needed to block it.

Telegram has several million users in Indonesia.

"It may indeed seem tempting to simply ban end-to-end encryption to stop terrorists from exchanging coded messages".

On Sunday, Durov said that Telegram had blocked channels that were reported by the government, and that the company would take additional steps to remove illegal content.

Founded in 2013 by Russian brothers Nikolai and Pavel Durov, the application is a free messaging service that can be used as a smartphone app and on computers through a web interface or desktop messenger.

Islamic State has already claimed responsibility for a number of attacks in Indonesia this year. ISIS has been linked to a spate of suicide bombings in the capital city, Jakarta. But lately admitted guilt for neglecting the fact that there were many risky public channels that exist in Telegram.

Telegram is all about security and encryption so the fact that we can not just wander into Durov's wall of comments and gorge on them is reassuring, if frustrating, and if we were reviewing Telegram as a thing it would probably win some points for this.

"If you look at the situation statistically and get rid of emotion for a second. the probability that you or me will die as a result of terrorism is nearly zero", Durov told CNN in a 2015 interview.
