The U.S. has long opposed efforts by the upgrade its status at the world body and affiliated agencies, and U.S. law withholds federal funding from any United Nations body that admits it as a full member. The U.S. now funds around 22 percent of the U.N.'s overall regular budget. She also says "we can reduce the troops tremendously" in the peacekeeping mission there.

"We actually have to punish the government for not allowing us to bring in aid", Haley said. "This is unacceptable." Meanwhile, the peacekeeping missions in the Democratic Republic of the Congo (DRC) and the Central African Republic (CAR) should be ended, she said.

Adding to the tensions was the announcement this week that villagers had discovered the bodies of two United Nations investigators and their Congolese interpreter who went missing this month in Kasai Central province, an area engulfed in a violent uprising.

Haley says the "aiding a government that is inflicting predatory behavior against its own people".

Recalling the resolution, Haley vowed such an incident "will never happen again".

"So many dollars and man hours were spent to produce a false and defamatory report", said Haley.
