Bhagwant Mann in Parliament, doesn't film arrival, claims not guilty

While those in the security establishment grapple to make quick changes, the issue sparked angry disruptions in the Lok Sabha and Rajya Sabha on Friday. For asking questions during the Zero Hour, there is a lucky draw and only 20 questions are selected.

They were apparently expressing their anguish over delay in passage of a bill on reservation in promotions.

Mann has since then apologised to the Speaker.

Even Congress also failed to perform the role of strong opposition party, which could be evident from the fact that when serious debate on the issue of atrocities against Dalits in Gujarat was going on, National Vice President of Congress, Rahul Gandhi was caught napped, AAP leader said.

Congress leader Anand Sharma said during the 2001 Parliament attack, the terrorists had lost their way.

Both houses of parliament were rocked by uproar over his act as legislators across party lines demanded action against him. "I'll not take photo... will maintain confidentiality", Mann says in his reply.

"The BJP has majority in the Lok Sabha; it is their government at the Centre". "If members wanted a discussion on the issue, an appropriate resolution has to be brought", he said. What I am saying in this house is also a privilege which is not to be disclosed in public unless decided so.

He was supported by ruling bench members. But, AAP said his act did not amount to security breach.

The Speaker, however, was not impressed by his apology, saying it was a matter "too serious".

The Ministry of Home Affairs (MHA) is likely to suggest upgrading the security in Parliament complex after AAP MP Bhagwant Mann uploaded a video of Parliament's internal security on social media. Naresh Gujral (SAD) said action must be taken against the AAP MP for his "trivial" behaviour.

The Speaker, looking at the din, adjourned the House till noon. "There should be action against the person who did this", he said.

Once inside, he began explaining to viewers the process of the "zero hour" which includes a drawing that determines which MP gets to ask questions on a given day.

"We have kept our demand in the House".

The House, which witnessed three adjournments in the pre-lunch session, reassembled at 2.30 PM, to take up Private Members Business.

Mann, a popular stand-up comedian in his State, himself stood up in his seat and was seen trying to speak on the issue.

Mann was believed to have been pulled by Speaker Sumitra Mahajan earlier in the day when he appeared before her at 11.10am over the incident, sources in her office said. "Diversion tactics by BJP, aided by media?"
