Arunachal: Reinstated CM Tuki Asked to Take Floor Test by 16 July

In a communique, the Governor informed Tuki that in obedience to the Supreme Court verdict he has been reinstated as the chief minister of the state, with effect from yesterday.

Tuki has also been asked to call the state assembly session immediately and to prove his majority in the house no later than July 16.

In fact, the countdown to this intense battle for the CM's office began soon after the Wednesday's apex court verdict.

In his letter, the CM had also cited Para 4.11.13 of Chapter IV of the Sarkaria Commission's recommendations and said that it had defined a period of 30 days as "reasonable time" for the floor test, unless there is very urgent business to be transacted.

However, the governor told Tuki that his government did not command the required majority in the assembly and advised him to prove his majority on Saturday.

On Saturday, the ousted BJP-backed government led by Kalikho Pul put up an impressive show of strength, parading 42 of the 58 MLAs in the House.

Pul, accompanied by 43 MLAs including 11 BJP and two independent members, are slated to arrive here from Guwahati late night, sources said.

As per BJP's rationale, all 42, including the 14 disqualified MLAs, are entitled to a vote during floor test. If that is the case, Pul is quite likely to win the numbers game.

This has set off a round of power games. "I hope he would be kind enough to consider my appeal". Many legislators, he added, might be out of station and would need time to return.

"I met the Governor just now and submitted my representation requesting him to give sufficient time for the floor test", he told the media outside the Raj Bhavan. He said. "Thank you Supreme Court for explaining to the Prime Minister what democracy is ArunachalPradesh". This is unsafe because the Speaker, be it of the Lok Sabha or of a state assembly, is the tribunal in itself.

The Congress has a reputation in crisis management managed the situation in Uttarakhand so nicely by proving the majority, now has the same situation in Arunachal also.

This decision is a huge blow for the BJP-ruled Union government that ordered President's Rule in the state, following which Congress rebels formed the government with support from the saffron party. And if their group is not one third of the majority, they would come under the Tenth Schedule and attract disqualification from the house. "He (Tuki) is calling all members for influencing them".
